All of that supports the real objective: running a stream of schemes around the globe to fund and unlock progress toward building your Doomsday Device. It’s a management sim wearing a spy-movie costume, and the loop of build, staff, defend, scheme repeats in a way that keeps escalating rather than stalling out.
